English Local Authorities Plan to Sell Off Social Clubs and Sports Centres to Balance Books

According to a recent poll of local authorities, English councils are planning to offload community centers, athletic facilities, and retail spaces as they bet on a rapid disposal of assets to stabilize finances.

Increasing Financial Challenges Prompt Asset Sales

The Key Cities Group representing major urban areas in England reported that 60% of local authorities are planning to sell assets to meet the escalating costs of adult and children’s social care.

Local governments have in the past come under fire for disposing of public land and open spaces to support their finances, but they contend they must continue to raise vital cash from property disposals or face insolvency.

The group said that a high proportion of authorities seeking to raise money from a quick sale of assets marked “a clear change from 2024, when the majority (six in ten) of local leaders said they would prioritise service redesigns and utilising savings to manage increasing fiscal pressures.”

Specific Cases of Proposed Disposals

Medway Council in Kent said its asset disposal plan included the disposal of a shopping centre in Rainham and a social club in another town to generate £20m over five years.

  • Gillingham golf club and commercial properties owned in two English counties, which all provide rental income for the authority, will additionally be disposed of under the plan.

Local Levy Rises and Wider Fiscal Pressures

This research of councils in the key cities group, which covers several urban centers, further found that more than 70% of authorities will have to increase council taxes next spring to cover the growing cost of core provisions, increased rates of homelessness, and a longstanding accommodation deficit.

Medway council said it will proceed with property disposals after sharp increases in the cost of children services, special educational needs and disability (Send) provision, adult social care, and temporary accommodation.

“We are adopting innovative approaches but certain measures take time to achieve both improved services and cost efficiency,” stated a council leader.

He added: “We face population challenges which will persist to add to the strains we have. As a unitary authority, we had a 91% cut in our central funding from over the past decade, which is extremely difficult.”

Countrywide Patterns and Forecasts

A survey of regional authorities this week also found council budgets being stretched by the increasing figures of children and adults needing special educational assistance.

A network of councils said that local shortfalls will hit £4.4bn a year by 2029, as they grapple to cope with increased demand.

Ministers have put off scheduled changes to the special educational needs framework until the coming year after a white paper setting out those changes was recently delayed.

Deprivation and Financial Gaps

According to the latest indices of deprivation (IMD) for English councils, many key cities members were included in the most deprived in England.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the most deprived 30 nationally under the latest IMD measures,” said the report.

“While only a single urban area is among the ten most deprived for disadvantaged communities nationally, cities are far more likely to be in the most deprived fifth of the nation. The data highlights the scale of challenges confronting local leaders across major urban centers in the coming year,” the report concluded.

“Local government leaders have been clear about the necessity for a fair and sustainable financial structure that accounts for and responds to the real levels of disadvantage and need,” stated a council leader.

“Lacking this, councils will continue to face difficult decisions around which vital provisions to allocate spend to, and which to reduce, to the detriment of their residents.”

A fifth of local authorities have cut or compromised care services in the last year, the survey revealed.
